Independent Senator Jamilla Monique Kirwan was reappointed to Antigua and Barbuda's Senate on Monday during a swearing-in ceremony at Government House. According to Antigua News Room, Governor General Sir Rodney Williams presided over the occasion, describing her return as a reflection of confidence in her "ability, perspectives and continued service."
The ceremony satisfied the constitutional requirement under Section 28(4) of the Constitution, which empowers the Governor General to appoint independent senators from among outstanding community members to represent interests that might otherwise go unheard in the Upper House.
Kirwan previously served in the Senate following her first appointment on November 27, 2025. She now rejoins the 17-member body, which comprises 10 government senators, four opposition senators, and three independent appointees.
Addressing those gathered, Sir Rodney said public service "is never simply about occupying office," but demands "commitment," "sacrifice," and "the willingness to place one's abilities and experiences at the service of country or people."
The Governor General emphasised that independent senators carry a unique responsibility to ensure the concerns and aspirations of all citizens — including those who feel underrepresented — receive thoughtful consideration during the legislative process.
"An independent senator must therefore be guided not merely by opinion, but by conscience… not merely by policy, but also by people," Sir Rodney stated.
The ceremony was also marked by a moment of personal acknowledgement. Sir Rodney noted that Kirwan's swearing-in took place just days after the passing of her mother, whom he described as one of her "greatest supporters and strongest sources of encouragement." He extended condolences on behalf of himself and Lady Williams.
"As her family prepares to lay her mother to rest later this week, we acknowledge the emotional weight that accompanies a moment like this," Sir Rodney said.
The Governor General further highlighted the Senate's critical role within Antigua and Barbuda's constitutional framework, citing its function in reviewing legislation and providing balanced examination of national issues.
"I therefore encourage Senator Designate Kerwin… to continue to approach her responsibilities with integrity, humility, compassion and courage," he added.
