A landmark gathering of Caribbean and U.S. port officials was marked by a solemn tribute to the late Ian Pinard, CEO of the Dominica Air and Sea Ports Authority (DASPA), as delegates observed a moment of silence in his honor during the Caribbean Ports Roundtable in Washington DC.
