United Progressive Party candidate Alex Browne has unveiled a comprehensive policy document outlining his development priorities for St. Philip's North ahead of the constituency's March 16 by-election, according to Antigua News Room.
The document, titled "Blueprint for a Stronger St. Philip's North," presents a community-driven development plan centred on what Browne describes as upliftment, growth and transformation. Key focus areas include health services, infrastructure, youth development and land ownership.
Browne accompanied the release with a social media post framing the proposal as a bridge between the constituency's past and its future.
"St. Philip's North has always been built by strong hands and even stronger hearts," Browne wrote. "We honor that legacy with a Blueprint that lifts our people, strengthens our villages, and builds real pathways to a better future."
The blueprint organises its proposals into what Browne calls "ladders of upliftment," spanning healthcare access, education, infrastructure, agriculture and housing.
On health, the plan calls for an expansion of community-based services at local clinics and the establishment of a dedicated emergency medical services base to improve emergency readiness across the constituency.
Infrastructure features prominently as well. The document proposes working with the Antigua Public Utilities Authority to strengthen long-term water management and upgrading catchment systems at Potworks Dam and Collins to improve water storage capacity.
Youth development and skills training form another central pillar of the blueprint. Browne proposes assessing secondary school needs to expand curriculum and vocational programmes, as well as establishing a modern library and digital learning centre.
Sports and community life are also addressed, with proposals to revive village sports leagues and develop plans for the Henderson Baltimore Sports Complex.
On the environmental front, the blueprint promotes backyard gardening initiatives and the expansion of recreational green spaces across communities in the constituency.
Housing and land ownership round out the plan's major focus areas. Browne calls for advocacy toward clearer land ownership pathways and support for affordable homeownership opportunities within the constituency.
The blueprint structures its proposals across two phases. The first phase prioritises empowering residents through improvements in healthcare, education and skills development. The second phase shifts focus to community-building through infrastructure, agriculture and housing initiatives.
"These initiatives can begin moving forward now—through advocacy, partnership, and strong community leadership," the document states.
Browne's release comes as campaigning in St. Philip's North intensifies, with both major parties putting forward development plans for the constituency ahead of the March 16 vote.
